Programmatic advertising is the automated buying of ad space, one impression at a time, through real-time auctions that take place in the time it takes a page or app to load. In Indonesia, where 229 million people are online (APJII, 2025) and most of them come through a phone, it's the main way brands buy display, video and in-app inventory at scale outside the walled gardens of Meta, TikTok and Google. Done well, it puts the ad in front of the right person at a fair price. Done badly, it buys cheap impressions nobody sees.

This guide explains how the system works, the vocabulary you'll hear in a media plan, and the questions worth asking whoever buys your media, including us.

What is programmatic advertising?

Programmatic advertising is the use of software to buy and sell digital ad space automatically. Instead of a brand negotiating a fixed banner placement with each publisher, a buying platform evaluates each available impression as it appears and decides, in milliseconds, whether to bid for it and how much to pay.

Three things make it different from traditional digital buying:

  1. 1It's bought per impression, not per placement.
  2. 2It's audience-led. The bid depends on who is likely to see the ad and in what context, not just which website it appears on.
  3. 3It runs across thousands of sites and apps at once, through a single buying platform.

How does a programmatic auction work?

When someone in Surabaya opens a news app, this happens before the page finishes loading:

  1. 1The app's ad slot sends a bid request through a supply-side platform (SSP), the publisher's selling software. The request describes the impression: the app, the ad size, the device, the approximate location, and other signals.
  2. 2Demand-side platforms (DSPs), the buyers' software, receive the request. Each DSP checks it against the campaigns it's running: is this the right audience, a brand-safe environment, a price worth paying?
  3. 3DSPs that want the impression submit a bid. Most of this traffic uses OpenRTB, the open real-time bidding standard published by IAB Tech Lab.
  4. 4The highest valid bid wins, and the winning ad is served.

The whole cycle typically completes in a fraction of a second. For scale: our own DSP, GoNet, is connected to 24 SSPs and evaluates more than 2.4 billion bid requests a day. Most of those it declines, and that selectivity is the point.

Who's who: the programmatic vocabulary

TermWhat it meansWhy you should care
DSP (demand-side platform)Software that buys impressions for advertisersIts targeting, brand-safety filters and bidding logic decide where your money goes
SSP (supply-side platform)Software that sells publishers' impressionsMore SSP connections means more inventory to choose from
Ad exchangeThe marketplace where bids meet supplyUsually invisible to the brand
Open auctionAnyone can bid on the impressionLargest reach, most variable quality
PMP (private marketplace)Invitation-only auction with selected publishersPremium inventory, more control, usually higher CPM
Programmatic guaranteedFixed price, fixed volume, delivered programmaticallyPredictable, like a direct buy, with programmatic targeting and reporting
CPMCost per thousand impressionsThe price, not the result
ViewabilityWhether the ad actually appeared on screenAn impression that isn't seen can't work
VCR (video completion rate)Share of video ads watched to the endThe core attention metric for video
Brand safetyKeeping ads away from harmful or unsuitable contentProtects reputation and filters out a lot of fraud too

Why programmatic matters in Indonesia specifically

APJII's 2025 survey counts 229.4 million internet users, an 80.66% penetration rate, up from 79.50% in 2024. Much of the attention that isn't on social platforms sits inside apps and mobile web, which is exactly the inventory programmatic buys.

The same APJII survey puts internet penetration at 84.69% in Java and 69.26% in Maluku and Papua. A national campaign that ignores this will over-deliver in Greater Jakarta and under-deliver everywhere else. Programmatic lets you set geography, frequency and budget by region rather than buying one national placement.

The same buying system can deliver display, native, in-app, rich media (interactive HTML5), online video, and Connected TV. One plan can follow the same audience from a CTV ad at home to a mobile banner on the commute.

Indonesia's Personal Data Protection Law (UU No. 27/2022, UU PDP) has been fully in force since October 2024. Targeting that relies on consented first-party data, contextual signals and privacy-safe profiling is more durable than targeting that depends on third-party cookies.

What should you measure?

The right metric depends on the job the campaign is doing:

Campaign goalPrimary metricsWatch out for
AwarenessReach, frequency, viewability, VCR (video)Cheap CPMs on low-viewability inventory
ConsiderationCTR, engaged time, site visitsAccidental clicks on in-app placements inflating CTR
Action (installs, sign-ups, sales)Cost per action (CPA), conversion rateOptimising to the cheapest conversions, not the valuable ones

Some real numbers from our own campaigns, for context:

  • Bank Jago: 19 months of always-on mobile user acquisition, with cost per action cut by 52.5% over the period and 495,000+ app installs.
  • Singapore Airlines: premium in-stream video for the Enhance Flight Experience campaign, with 11.6 million+ completed views at a 20.31% view-through rate.

These are single campaigns, not benchmarks. Results depend on category, creative, budget and timing.

Five mistakes that waste programmatic budget

  1. 1Buying on CPM alone. The cheapest impressions are often cheap for a reason: low viewability, poor placements or invalid traffic. Judge the buy on what the impressions achieved.
  2. 2Not asking for a placement report. You should be able to see every site and app your ads run on. If your partner can't show you, assume some of it went somewhere you wouldn't approve.
  3. 3No frequency cap. Showing the same person the same ad 30 times isn't reach. Cap frequency across devices, not per device.
  4. 4Ignoring brand safety until something goes wrong. Filtering should happen before the bid (pre-bid), using verification partners such as IAS or DoubleVerify, not as a refund request afterwards.
  5. 5One creative for the whole funnel. A 30-second brand film and a 6-second reminder do different jobs. Sequence them.

Questions to ask your programmatic partner

  • Which DSP do you use, and do you own or rent it?
  • How many SSPs and premium publishers can you reach in Indonesia?
  • Is brand-safety filtering pre-bid or post-bid, and which verification vendors do you use?
  • Will I get placement-level reporting, and can I block placements in real time?
  • What fees sit between my budget and the media cost?
  • How do you target audiences in a way that complies with UU PDP?

We're happy to answer all six ;)

Frequently asked questions

Is programmatic advertising the same as Google Ads or Meta Ads?

Not quite. Google, Meta and TikTok run their own closed buying systems for their own inventory. Programmatic usually refers to buying across the open web, apps and CTV through a DSP, using open standards like OpenRTB, although Google also sells some inventory programmatically.

How fast can a programmatic campaign go live?

Once the brief, audience and creatives are signed off, a campaign can usually be live within about 48 hours. That's our standard for programmatic display.

Is programmatic advertising safe for my brand?

It can be, provided brand-safety and fraud filtering run before the bid and you get placement-level reporting. Without both, you have limited control over where your ads appear.

Can programmatic advertising target people outside Jakarta?

Yes. Geography can be set down to the province or city level, with separate budgets and frequency caps per region.
